Refresh Pipeline

This runs the full local pipeline: fetch opportunities, normalize notices, fetch descriptions, extract candidate sentences, score relevance, and regenerate the gap dataset.

The defaults are intentionally aligned with the original fetch: `postedFrom=01/01/2026`, `postedTo=today`, `ptype=r`, `limit=100`, `offset=0`, `organizationName=DEPT OF DEFENSE`.

SAM.gov requires `postedFrom` and `postedTo` to be within 1 year of each other.

Start with plain-language text. Uploads support TXT, MD, and JSON, plus PDF. Search can be limited to SAM.gov, AFWERX, or all sources.
